State Duma Committee backs budget code changes

The committee’s decision gives the Russian government authority to establish general requirements for the development and approval process of budget forecasts, their structure and content. It aims to standardize planning across all Russian subjects and municipalities.

According to the document, the government will now define mandatory criteria for the timing, methodology, and data that must be included in forecasts at both regional and local levels. This is expected to improve transparency and comparability of fiscal planning.

The amendments were introduced as part of a broader three‑year budget package designed to streamline fiscal policy and ensure consistent revenue and expenditure planning nationwide. Deputies note that clearer guidelines will help avoid discrepancies and support more accurate budgeting.

Observers say the move will simplify interactions between federal, regional, and municipal finance authorities, reducing the risk of delays or disputes over forecast compliance. It also strengthens the central government’s oversight role in subfederal budgeting.

The changes are slated to take effect after the State Duma’s full reading and presidential approval, following which the Budget Code will include the new provisions governing forecast preparation.
